Can I study MBBS abroad without NEET?

For Indian citizens and Overseas Citizens of India, NEET is mandatory if you intend to obtain your primary medical qualification from a medical institution outside India on or after May 2018. This is a rule of the National Medical Commission (India): its Information Desk page, item (3), states that such persons shall have to mandatorily qualify NEET, and the NEET result is deemed to be treated as the Eligibility Certificate (provided the person also meets the admission criteria in the Regulations on Graduate Medical Education, 1997). It is an Indian requirement, not one set by China; a Chinese university's own admission conditions are a separate matter.

What the National Medical Commission (India) requires

The National Medical Commission (India)'s Information Desk page sets the screening-test eligibility criteria. Item (3) states: Indian Citizens or Overseas Citizens of India intending to obtain a primary medical qualification from any medical institution outside India, on or after May 2018, shall have to mandatorily qualify the National-Eligibility-cum-Entrance Test for Admission to MBBS course. The result of that test shall be deemed to be treated as the Eligibility Certificate for such persons, provided that they fulfil the Eligibility Criteria for admission to the MBBS course prescribed in the Regulations on Graduate Medical Education, 1997.

The same item (3) states that the NEET result is valid for three (3) years from the date of declaration of result, entitling a candidate to pursue MBBS or an equivalent medical course, including any pre-medical or language course followed by MBBS.

Why this matters for the later screening test

The NEET rule matters at the stage of the screening test (the Foreign Medical Graduates Examination, FMGE). The Information Desk page opens its eligibility criteria with the rule that no person shall be allowed to appear in the screening test unless the listed criteria are met.

The FMGE October 2026 Information Bulletin, chapter 4, repeats the same NEET and Eligibility Certificate position and states that candidates who fail to submit the documents prescribed in the bulletin — including the Eligibility Certificate where applicable, or the NEET-UG result in its place — will not be allowed to appear in the examination and will be declared ineligible to appear.

Chapter 4 also advises applicants who produce a NEET-UG result in place of the Eligibility Certificate to ensure they meet the Eligibility Criteria for admission to the MBBS course in the Regulations on Graduate Medical Education, 1997; if a candidate who qualifies FMGE is later found not to meet those criteria when seeking registration, the candidature and result shall be deemed cancelled.

The two dated exceptions for the Eligibility Certificate

The FMGE October 2026 bulletin, chapter 4, prints two dated exceptions to the Eligibility Certificate requirement. The requirement shall not be necessary for Indian citizens or Overseas Citizens of India who:

  • acquired the medical qualification from a foreign medical institution before 15.03.2002, or
  • obtained admission in a foreign medical institution either before 15.03.2002 or during 15.05.2013 to 03.01.2014 (both dates included).

About studying in China

A Chinese university's own admission conditions are a separate matter from the Indian NEET and Eligibility Certificate rules, and NEET is not "required by China." The requirement comes from the National Medical Commission (India).

Before you pay or commit

The National Medical Commission (India)'s Advisory U-14021/UGMEB-2025 of 19 May 2025, section 6, advises students and parents: do not fall for fake offers, because no college can guarantee admission outside of official channels, i.e., the NEET Examination; verify approvals before making any payments; and report suspicious activity to the NMC.

Does the NEET result expire?

Yes. Under NMC Information Desk item (3) and the FMGE bulletin's citation of the 14.03.2019 Gazette notification, the NEET result is valid for three (3) years from the date of declaration of result, entitling a candidate to pursue MBBS or an equivalent course, including any pre-medical or language course followed by MBBS.

If I went abroad before May 2018, is NEET still required?

NMC Information Desk item (3) applies to those intending to obtain a primary medical qualification abroad on or after May 2018. For other cases, item (2) requires the Eligibility Certificate from the National Medical Commission (or the erstwhile Medical Council of India) under the 2002 regulations, except for Indian citizens or Overseas Citizens of India who acquired the medical qualification from a foreign institution or obtained admission before 15 March 2002.
