Do I need an Eligibility Certificate from NMC for MBBS in China?

For an Indian citizen or Overseas Citizen of India taking admission in a mainland China medical institution on or after May 2018, the National Medical Commission (India) treats the NEET result as the Eligibility Certificate. Item (3) of the NMC's Study Abroad information desk and the Gazette of India notification of 01.03.2018 (restated in the FMGE October 2026 bulletin, chapter 4) state that the NEET result "shall deem to be treated as the Eligibility Certificate" for such persons, provided they meet the MBBS admission criteria in the Regulations on Graduate Medical Education, 1997. At the FMGE you produce the NEET-UG result in lieu of a separate Eligibility Certificate; admission on other dates follows the 2002 Eligibility Requirement Regulations below. Who the rule applies to
The Eligibility Certificate rules quoted here are the National Medical Commission (India)'s. They apply to Indian citizens and to persons granted Overseas Citizenship of India who obtain a primary medical qualification from a medical institution outside India. The NMC Study Abroad information desk states this in item (1) and item (2); the FMGE October 2026 bulletin, chapter 4, repeats it for the October 2026 session. This page does not state the rules of the Pakistan Medical and Dental Council, the Bangladesh Medical and Dental Council, or the Nepal Medical Council; those regulators set their own requirements.

The Eligibility Certificate under the 2002 Regulations
The NMC Study Abroad information desk, item (2), states that a person shall have obtained an "Eligibility Certificate" from the National Medical Commission (or the erstwhile Medical Council of India) as per the Eligibility Requirement for taking admission in an undergraduate medical course in a Foreign Medical Institution Regulations, 2002. This requirement, item (2) continues, "shall not be necessary" for Indian citizens or Overseas Citizens of India who acquired the medical qualification from a foreign medical institution or obtained admission in a foreign medical institution before 15 March 2002.
The FMGE October 2026 bulletin, chapter 4, restates the 2002 requirement and adds a second dated exception: the requirement "shall not be necessary" for those who obtained admission in a foreign medical institution either before 15.03.2002 or during 15.05.2013 to 03.01.2014 (both dates included). The bulletin is published by the National Board of Examinations in Medical Sciences (NBEMS), India, for the October 2026 session.
NEET as the Eligibility Certificate (from May 2018)
For Indian citizens or Overseas Citizens of India intending to obtain a primary medical qualification from a medical institution outside India on or after May 2018, item (3) of the NMC Study Abroad information desk states they "shall have to mandatorily qualify" the National Eligibility-cum-Entrance Test (NEET) for admission to the MBBS course. The Gazette of India notification of 01.03.2018, restated in the FMGE October 2026 bulletin, chapter 4, says the NEET result "shall deem to be treated as the Eligibility Certificate" for such persons, provided they fulfil the eligibility criteria for admission to the MBBS course prescribed in the Regulations on Graduate Medical Education, 1997.
The NEET result is valid for three (3) years from the date of declaration of the result, per the Gazette of India notification of 14.03.2019, restated in the FMGE October 2026 bulletin, chapter 4. This entitles a candidate to pursue the MBBS or equivalent medical course, including any pre-medical or language course, followed by the MBBS or equivalent course.
At the FMGE: producing the NEET result instead of the certificate
The FMGE October 2026 bulletin, chapter 4, states that applicants producing their NEET-UG result in lieu of the Eligibility Certificate, in terms of the notifications above, are "accordingly advised" to ensure they fulfil the eligibility criteria for admission to the MBBS course prescribed in the Regulations on Graduate Medical Education, 1997. The bulletin adds that if an applicant who qualifies the FMGE is later found, at the time of seeking registration with a medical council, not to fulfil those criteria, the candidature and result for that FMGE "shall be deemed to be cancelled."
The bulletin also records that, pursuant to an NMC letter dated 22.01.2021 and Ministry of Health and Family Welfare approval dated 09.03.2021, only eligible candidates are allowed to appear in the FMGE who have both the Eligibility Certificate (if applicable) and the Provisional Pass Certificate or Degree Certificate of the primary medical qualification. For the October 2026 session, candidates are advised to apply only if they possess all required documents, including the Eligibility Certificate (if applicable) and the Provisional Pass Certificate or Degree Certificate, duly apostilled or attested by the Indian Embassy concerned.
