Is Hainan Medical University on the MOE MBBS list?

No. The 2023–2024 list is the list for the 2023–2024 academic year, issued by the Ministry of Education of the People's Republic of China (General Office) in notice 教外厅函〔2023〕10号. The annex to that notice lists 44 institutions by their Chinese names; none of the 44 rows is a university in Hainan, and the name "Hainan Medical University" does not appear in the annex. What the notice says about universities not on the list

Paragraph 2 of the notice (教外厅函〔2023〕10号, dated 15 May 2023 and published on the Ministry's site on 30 May 2023) places the following duties on a school that is not on the list:

  • It may not enrol international students in English-taught undergraduate clinical medicine.
  • It may not issue an English-language degree certificate for the undergraduate clinical medicine programme (English-taught, MBBS), nor an English-language degree certificate containing the words "MBBS".
  • It may only enrol international students in Chinese-taught undergraduate clinical medicine, and its training standard may not be lower than the training standard for China's own undergraduate clinical medicine students.
  • It may not use a "bilingual teaching" model to enrol international students in disguise.

Paragraph 2 of the notice also says a university that is on the list must continue to enrol international students strictly in line with the 2007 Notice (教外来〔2007〕39号). The duties above are the ones the notice sets for a university not on the list.

Check the current year before deciding

The Ministry of Education's policy index listed no later edition of the annual MBBS list when this site read it on 11 October 2026. That index shows the 2023–2024 notice under the publication date 2023-05-30; this does not mean that no later list exists. Confirm the current year's status with the university and with the Ministry of Education, and ask the university which year's list it relies on.
