Do Pakistani students have to register with PM&DC before going to China for MBBS?

Yes. Under the Pakistan Medical & Dental Council (PM&DC) rules for Pakistani students, a student must have registration with PM&DC to pursue education at a foreign institution. The 2024 policy requires a PM&DC Student Registration Certificate to be obtained before accepting studies at the institution. These requirements take effect for Pakistani students from Session 2024-2025.

Registration in the PM&DC Students Alert

PM&DC's Students Alert for admission abroad states that all candidates seeking admission in foreign undergraduate medical or dental institutions must have registration with PM&DC to pursue education at a foreign institution, effective from the Session 2024-2025. All students seeking admission in foreign institutions are advised to strictly follow the PM&DC criteria, including mandatory online registration, to become eligible for issuance of Provisional Registration and the National Registration Examination under the PM&DC Act, 2022. Student Registration Certificate before accepting a place

The Notification of 29 July 2024 — Policy for Students seeking Admissions in Undergraduate Medical / Dental Foreign Institutes — sets mandatory conditions to be fulfilled prior to admission. One condition is that the student must obtain a PM&DC Student Registration Certificate before accepting studies at the institution. The policy is effective from Session 2024-2025 and applies to Pakistani students seeking admission to foreign medical or dental institutions for undergraduate education.

The institution must be on PM&DC's list

The 2024 policy requires the student to verify that the institution is present in the list of such institutions available at the Pakistan Medical and Dental Council, Islamabad. The Students Alert states that the list of accredited foreign institutions is available on the PM&DC website.

MDCAT requirement exempted on 5 October 2026

PM&DC's Students Alert required a student to have obtained 50% marks in MDCAT, applicable for students who complete their intermediate education within Pakistan. The 2024 policy required 50% marks in MDCAT conducted in Pakistan, valid for three years, also applicable for students who complete their intermediate education within Pakistan. A public notice of 5 October 2026, issued after a PM&DC Council meeting on 14 September 2026, exempts the mandatory requirement of having passed the MDCAT as a pre-requisite for Pakistani students seeking admission into foreign medical and dental institutions.

A public notice of 22 October 2025 states that graduates of foreign institutions not recognized by PM&DC shall not be issued provisional registration unless they qualified from a PM&DC-recognized institution, and that for eligibility to appear in the National Registration Examination of the PM&DC, the recognition of the respective foreign regulatory authority, together with accreditation of the institution by ECFMG, shall be the standard criteria.
