The MOE list is the English-taught MBBS list that China's Ministry of Education (General Office) publishes each year as a notice with an annex table of universities and enrolment plans. For the 2023–2024 academic year, notice 教外厅函〔2023〕10号 names 44 universities and 3,048 enrolment places. The English on this page is this site's translation of the Chinese notice.
What the document is
The MOE list is the notice "Notice of the General Office of the Ministry of Education on the 2023–2024 list of higher education institutions enrolling international students in English-taught undergraduate clinical medicine and their enrolment plan," document number 教外厅函〔2023〕10号, issued by the General Office of the Ministry of Education of the People's Republic of China. The notice is dated 15 May 2023 and was published on the Ministry's website on 30 May 2023.
Paragraph 1 of the notice fixes the 2023–2024 academic year plan: the Ministry entrusted 44 higher education institutions to enroll international students in English-taught undergraduate clinical medicine, with a total of 3,048 places. The institutions and their place allocations were determined by combining past enrolment and each institution's day-to-day teaching and management of medical education for international students.

The Ministry's policy index showed no later edition when this site read it on 11 October 2026, so confirm the current year's status with the university and the Ministry.
What paragraph 2 says about listed and unlisted universities
Paragraph 2 of the notice (教外厅函〔2023〕10号, General Office of the Ministry of Education, 15 May 2023) states that universities named in the 2023–2024 list shall continue to strictly follow the 2007 notice in admissions.
Universities not on the list: - may not enroll international students in English-taught undergraduate clinical medicine; - may not issue an English-language degree certificate for undergraduate clinical medicine (English-taught) (MBBS), or any English-language degree certificate containing the letters "MBBS"; - may only enroll international students in Chinese-taught undergraduate clinical medicine, with training standards no lower than those for China's own clinical medicine undergraduates.
The use of a "bilingual teaching" model to enroll international students in disguise is prohibited.
Paragraph 3 of the notice asks units to strictly check admissions, management and teaching against the 2007 notice, the Measures for the Administration of Schools' Recruitment and Training of International Students (Ministry of Education, Ministry of Foreign Affairs, Ministry of Public Security Order No. 42), and the Quality Standards for Higher Education of International Students (Trial), and to refer to the 2020 industry body's trial quality-control standards. For universities that seriously violate the 2007 notice, restrictions or suspension of enrolment are handled according to law and regulations.

The annex lists the 44 universities by their Chinese names; this site adds common English names, which are not in the annex. The annex's order and each plan size are not a ranking. Its total line reads 合计 | 3048.
Where the system comes from
The 2023 list cites the 2007 notice 教外来〔2007〕39号, "Notice of the Ministry of Education issuing the Interim Provisions on Quality Control Standards for Undergraduate Medical Education in English for International Students," issued by the Ministry of Education of the People's Republic of China.
Paragraph 1 of the 2007 notice states that from the 2007/2008 academic year, plan management applies to admissions of undergraduate clinical medicine (English-taught) at institutions that basically meet the Interim Provisions, and the enrolment plan is published each year.
Paragraph 4 of the 2007 notice states that the published school list is a dynamic list, and whether a school meets the Interim Provisions is assessed by an expert group and announced when the annual enrolment plan is issued. Schools not on the list may enroll medical students taught in Chinese, but training standards must be the same as for China's own students.
Article 30 of the Interim Provisions (annex 1 to 教外来〔2007〕39号, Ministry of Education) states that the Ministry of Education will entrust the national expert group for western-medicine international-student education to assess the teaching quality of schools offering English-taught undergraduate medical education for international students, and will publish the list of schools that pass assessment and their enrolment scale. Schools not on the list may not enroll international students in English-taught undergraduate medical education. Schools applying to enroll such students are assessed by the expert group; those that meet the conditions are included in the next year's list. Article 31 states that stomatology and other specialties follow these provisions by reference. Article 32 states the standard took effect on the date of publication.
