What should I check before paying for MBBS in China?

Before paying for an English-taught MBBS place in mainland China, a family can verify four things from official documents. Confirm the university is on the Ministry of Education's 2023–2024 list of schools allowed to enrol international students in English-taught undergraduate clinical medicine; read your own home regulator's conditions; check the university's published fee items, fee standards and refund rules; and confirm the admission notice, the JW202 form and compulsory insurance the school must provide. 1. Is the university on the Ministry of Education's 2023–2024 list?

The Notice of the General Office of the Ministry of Education on the 2023–2024 list of higher education institutions enrolling international students in English-taught undergraduate clinical medicine and their enrolment plan (教外厅函〔2023〕10号), dated 15 May 2023 and published on the Ministry's site on 30 May 2023, is the list for the 2023–2024 academic year. Paragraph 1 of the notice says that for the 2023–2024 academic year the Ministry entrusted 44 higher education institutions to enrol international students in English-taught undergraduate clinical medicine, with a total enrolment plan of 3048 places. Paragraph 2 says universities listed in the 2023–2024 list must continue to enrol strictly in accordance with the notice, and universities not on the list may not enrol international students in English-taught undergraduate clinical medicine.

2. What does your home regulator require?

Do not rely on this page to restate each regulator's conditions. For readers from India: the National Medical Commission (India)'s Information Desk page (For Students to Study Abroad) advises that, before taking admission in MBBS or its equivalent outside India, confirmation of the fee structure and details of the course (which should be commensurate with MBBS courses in India, such as content, duration and internship) should be directly obtained from the university or institution concerned. The National Medical Commission (India)'s Advisory U-14021/UGMEB-2025 of 19 May 2025 tells students and parents to "verify before you pay": confirm approvals before making any payments or committing to a program.

3. What fee items, standards and refund rules has the university published?

Article 14 of the Administrative Measures for the Enrolment and Education of International Students by Schools (Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security, 20 March 2017, in force from 1 July 2017) requires a school to publish its fee items, fee standards and the refund rules for withdrawal and transfer for international students. Fees and refunds are priced in RMB. Article 14 names no fee amount.

4. What admission documents and insurance must the school provide?

Under Article 22 of the Interim Provisions on Quality Control Standards for Undergraduate Medical Education in English for International Students (annex 1 to 教外来〔2007〕39号, Ministry of Education, 2007), the school's international-student office sends the admitted student the Admission Notice (录取通知书) and the Foreign Student Visa Application Form for Study in China (JW202 form, 外国留学人员来华签证申请表).

Insurance is compulsory. Article 21 of the same 2007 standard requires an applicant to promise to purchase medical insurance during the study period as required by the school. Article 40 of Order No. 42 requires the school to implement a system of insurance for all international students; international students must purchase insurance in accordance with state regulations and the school's requirements. A student who has not purchased insurance as required shall be ordered to purchase it within a set time limit; if the student still does not, the school shall not admit the student, and a student already studying shall be withdrawn or not registered.
