Which Chinese medical universities does PM&DC recognise?

PM&DC, Pakistan's medical and dental regulator, decides which foreign medical institutions it recognises, and the list of recognised institutions is published on the PM&DC website and updated from time to time. This page does not name the Chinese universities on that list; before enrolling, you must check both the PM&DC list and the ECFMG-accredited list for your own university. The rules below are PM&DC's own documents and apply to Pakistani students. This site's recognised-universities section lists the Chinese universities that may enrol international students, but that list is not PM&DC's recognition list.

How PM&DC decides which foreign institutions count

The PM&DC Act 2022 gives the Council the power to assess and recognise foreign medical institutions. Under the press release of 14 September 2025, only graduates of foreign institutions duly recognised by PM&DC are eligible for the issuance of provisional registration; those graduates may be granted provisional registration but are mandatorily required to pass the National Registration Examination (NRE) before obtaining a full licence to practise.

The public notice of 22 October 2025 states that the PM&DC Council has initiated the process of recognition of foreign medical and dental institutions awarding undergraduate degrees to Pakistan nationals, and that the PM&DC website is being updated from time to time. The same notice sets the standard criteria for a foreign graduate seeking eligibility to appear in the NRE: recognition by the respective foreign regulatory authority, together with accreditation of the institution by the Education Commission for Foreign Medical Graduates (ECFMG).

The public notice of 31 July 2026, in line with the Council's decision of 24 July 2025, reiterates that only Pakistani nationals who obtained their primary medical or dental qualification from foreign institutions recognised by ECFMG shall be eligible to appear in the NRE, subject to fulfilment of all other applicable requirements. PM&DC shall not entertain any request for exemption, relaxation, or special dispensation from these eligibility requirements.

Where the list is and how to check it

The list of recognised foreign institutions is held by PM&DC in Islamabad. The notification of 29 July 2024 (Policy for Students seeking Admissions in Undergraduate Medical / Dental Foreign Institutes) requires the student to verify that the institution is present in the list of such institutions available in the Pakistan Medical and Dental Council, Islamabad.

For the ECFMG side of the NRE standard, the public notice of 22 October 2025 states that all candidates may visit www.ecfmg.org to review the recognition status of a foreign institution.

This page cannot tell you whether any particular Chinese university is on the PM&DC list or the ECFMG-accredited list. You must check both lists for your own university before enrolling.

What the 2024 admission policy requires

The notification of 29 July 2024 is effective from Session 2024–2025 and sets mandatory conditions for Pakistani students seeking admission to foreign undergraduate medical or dental institutions. Beyond verifying the institution against PM&DC's list, the notification requires the student to obtain a PM&DC Student Registration Certificate before accepting studies at the institution, and to pass the NRE to obtain full registration by PM&DC post qualification.

The press release of 14 September 2025 states that all other graduates enrolled at the time of the erstwhile PM&DC or PMC, whose institutions were not yet recognised under the new law, will be issued provisional registration once they qualify for the NRE examination. The same press release states that only graduates of foreign institutions included in the ECFMG-accredited lists are eligible to appear in the NRE.

Can PM&DC waive the ECFMG requirement for the NRE?
