Which universities in China can teach MBBS in English?

Only the universities named on a list that China's Ministry of Education publishes. The most recent edition, for the 2023–2024 academic year, names 44 universities and sets 3,048 places in total. The Ministry's notice says a university that is not on the list may not enrol international students in English-taught undergraduate clinical medicine.

What the notice says

The notice is 教外厅函〔2023〕10号, issued by the General Office of the Ministry of Education on 15 May 2023. It makes three points that matter to an applicant:

  1. The list is closed. For 2023–2024 the Ministry entrusts 44 universities to enrol international students in undergraduate clinical medicine taught in English.
  2. Schools off the list cannot offer it. They may not enrol such students and may not issue an English degree certificate that carries the word "MBBS". They may only enrol international students in Chinese-taught clinical medicine, at a standard no lower than for Chinese students.
  3. "Bilingual" is not a way round. The notice strictly forbids using a bilingual teaching model as a disguised way of enrolling international students.

How to check a university yourself

  • Open the Ministry's notice and its annex, which is a Word file with the table of universities and places.
  • The table is printed in Chinese only. Match the university's Chinese name, which is on its own website and admission notice.
  • Check the edition. When this page was written, the Ministry's index of policy documents on study in China listed no edition later than 2023–2024. A newer notice, when it appears, replaces this one.

The list is China's permission, not your home country's

Being on the list means the university may enrol you and award the degree. It does not settle whether you can practise at home. India's National Medical Commission states that it does not endorse any list of foreign medical institutions. Pakistan's PM&DC says only graduates of institutions on the ECFMG lists may sit its registration examination. Bangladesh's law requires a foreign degree to be recognised by its Council. How long has there been a list?

Since 2007. The Ministry named 30 universities for the 2007/2008 year when it issued its quality control standard for English-taught undergraduate medical education.

Does the list change every year?

The Ministry has issued the list by academic year, with a plan number for each university. The 2023–2024 edition was the newest on its index when this page was checked.

What does the number beside each university mean?

It is that university's enrolment plan for the year: the number of international students the Ministry allowed it to take into the English-taught programme.
