Who is eligible to sit FMGE after MBBS in China?

Under India's National Board of Examinations in Medical Sciences (NBEMS) rules, an Indian citizen or Overseas Citizen of India who holds a primary medical qualification from a medical institution in mainland China may sit the Foreign Medical Graduates Examination (FMGE) only if he or she meets the eligibility criteria in chapter 4 of the FMGE October 2026 Information Bulletin. For the October 2026 session these criteria cover citizenship, recognition of the qualification by the Indian Embassy concerned, the final-examination result date, the Eligibility Certificate or NEET result, document attestation, and—for those admitted on or after 18 November 2021—compliance with the FMGL Regulations 2021.
The screening test rests on the Screening Test Regulations 2002: an Indian citizen or Overseas Citizen of India possessing a primary medical qualification from a medical institution outside India who seeks provisional or permanent registration with the National Medical Commission or a State Medical Council on or after 15.03.2002 shall have to qualify a screening test (National Medical Commission, India, "For Students to Study Abroad" page). Citizenship
A candidate must be a citizen of India or an Overseas Citizen of India (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
The qualification must be recognised where it was awarded
The candidate should possess a primary medical qualification which is confirmed by the Indian Embassy concerned to be a recognised qualification for enrolment as a medical practitioner in the country in which the awarding institution is situated (FMGE October 2026 Information Bulletin, chapter 4, NBEMS). The National Medical Commission's study-abroad page states the same point as a condition for the screening test.
Final examination result date
The result of the final examination for the primary medical qualification should have been declared on or before 31-08-2026 for the October 2026 session. Candidates must submit proof that the result was declared on or before that cut-off date, and that the document confirms they passed all required courses.
If the proof does not clearly establish that the result was declared on or before 31-08-2026, or does not clearly specify that the candidate was declared pass or qualified in all mandatory courses, the candidature shall be cancelled and the candidate shall be declared ineligible (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
Eligibility Certificate or NEET result
Under the Eligibility Requirement for Taking Admission in an Undergraduate Medical Course in a Foreign Medical Institution Regulation, 2002, the candidate should have obtained an Eligibility Certificate from the National Medical Commission (or the erstwhile Medical Council of India). This requirement shall not be necessary for Indian citizens or Overseas Citizens of India who acquired the medical qualification from a foreign medical institution before 15.03.2002, or obtained admission in a foreign medical institution before 15.03.2002 or during 15.05.2013 to 03.01.2014 (both dates included) (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
Under the notification published on 01.03.2018 in the Gazette of India, Indian citizens or Overseas Citizens of India intending to obtain a primary medical qualification from a medical institution outside India on or after May 2018 shall have to mandatorily qualify the National Eligibility-cum-Entrance Test (NEET) for admission to MBBS. The NEET result shall deem to be treated as the Eligibility Certificate for such persons, provided they fulfil the eligibility criteria for admission to MBBS prescribed in the Regulations on Graduate Medical Education, 1997 (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
Under the notification published on 14.03.2019 in the Gazette of India, the result of NEET shall be valid for a period of three (03) years from the date of declaration of result (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
Applicants who produce a NEET-UG result in lieu of the Eligibility Certificate are advised to ensure they fulfil the eligibility criteria for admission to MBBS in the Regulations on Graduate Medical Education, 1997. It is the candidate's sole responsibility to have fulfilled the stipulations in those regulations and in the 2002 Eligibility Requirement before taking admission, including the age criterion at the time of joining, the minimum qualifying marks in Physics, Chemistry, Biology and English (with relaxed criteria for SC/ST/OBC or PwD), and a relevant caste certificate where relaxed criteria are claimed (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
Documents: apostille or attestation
Pursuant to an NMC letter dated 22.01.2021 and a Ministry of Health and Family Welfare letter dated 09.03.2021, only eligible candidates will be allowed to appear who have both the Eligibility Certificate (if applicable) and the Provisional Pass Certificate or Degree Certificate of the primary medical qualification (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
Candidates are advised to apply only if they possess all required documents, including the Eligibility Certificate (if applicable) and the Provisional Pass Certificate or Degree Certificate, duly apostilled or attested by the Indian Embassy concerned (FMGE October 2026 Information Bulletin, chapter 4, NBEMS). A candidate who fails to submit the prescribed documents will not be allowed to appear and will be declared ineligible.
Admission on or after 18 November 2021
The eligibility of candidates who took admission to the primary medical qualification on or after 18-11-2021 shall be determined strictly in accordance with the National Medical Commission (Foreign Medical Graduate Licentiate) Regulations, 2021 (FMGL), as amended from time to time. Any candidate found non-compliant with any provision shall be declared ineligible for appearing in FMGE (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
The FMGE certificate issued to a candidate who falsely claims a date of admission prior to 18-11-2021 and passes the examination will be revoked at any time (FMGE October 2026 Information Bulletin, chapter 4, NBEMS). NBEMS role and who decides registration
NBEMS's role is limited to conducting the FMGE, publishing the result, and handing the result over to the National Medical Commission and to all State Medical Councils in India (FMGE October 2026 Information Bulletin, chapter 1 and chapter 4, NBEMS).
The eligibility of a candidate to appear in FMGE is determined solely on the information and documents the candidate furnishes, treated as correct and factual per the candidate's declaration. The eligibility for registration as a medical practitioner, however, is determined by the State Medical Councils at the time of provisional or permanent registration (FMGE October 2026 Information Bulletin, chapter 4, NBEMS).
